"Debate with the lawmakers"
Debate with the lawmakers was the gist of Emyr Lewis' lecture to Language Planners Wales at the Ebbw Vale National Eisteddfod recently. An audience of over 80 came to listen to the prominent lawyer speak on the subject of 'Language legislation: too important to be left to the lawyers'.He stated that lawmaking is essentially a political activity and lawyers should not be permitted to set or confine the agenda. Their role is to set the framework not set policy. Emyr's main thrust was to encourage civil society in Wales to actively engage with the debate around langugae legislation in order to develop a mature consensus.
It is hoped that Emyr's lecture will be published in 'Barn' and will shortly appear as a pdf on the centre's website.

Gorwelion Newydd (New Horizons)
A discussion paper titled 'Gorwelion Newydd' (New Horizons) was launched by IAITH at the National Eisteddfod at Ebbw Vale recently. The pamphlet is the result of three 'think tank' seminars conducted by the Centre over the past 9 months.The document, which is only available in Welsh, offers numerous suggestions for the attention of Welsh language planners in this period of change. The intention is to prompt further discussion on key issues.

Emyr Lewis to address CIC
“Language Legislation – too important to be left to the lawyers”. That will be the subject set for this year's CIC Annual Lecture at the National Eisteddfod at Ebbw Vale. The lecturer, Emyr Lewis, is a lawyer renowned for his expertise in language issues. Emyr has been notably vocal during the proposed new Welsh Language Bill's public consultation period. As a member of the Council of Europe's Committee of Experts on language issues his opinions carry some weight. We look forward to his latest analysis at 2pm on Thursday, 5th August 2010, at the Societies' Pavilion 2.(Added on 19/05/2010)
Bilingual Workplaces
IAITH have won the contract to undertake a significant piece of research on behalf of the Welsh Language Board. The project researches methods to develop the use of Welsh within various workplace scenarios. The IAITH research unit will work closely with a number of public bodies investigating good practice amongst recent pilot projects. Research findings will be reported to a special research conference in February 2011. This research contract along with the initial pioneering work undertaken for the WLB during 2005-2007 places IAITH as leading Welsh experts in developing bilingual workplaces.(Added on 17/05/2010)
Opening Both Doors
An Introduction to Bilingual Youth Work: Opening Both Doors, originally published in 2000 as guidance for Youth Workers from the voluntary and public sectors, has been updated and reprinted. IAITH – the welsh centre for language planning, and the Welsh Assembly Government's Children and Young People's Strategy Division are organising a series of offical launches for the end of May / beginning of June. Breakfast with the Minister
The Breakfast with the Minister event on 19th November at Aberystwyth provided food for thought as well as tasty pastries! The event, organised under the banner of Language Planners Wales, was well attended by a wide range of delegates who'd braved the stormy weather in order to discuss the 'Bilingual Wales' consultation in the company of Heritage Minister, Alun Ffred Jones AM, and Huw Onllwyn Jones, Head of the Welsh Language Unit at WAG. A lively and open discussion engendered interesting and challenging points. All were encouraged by the Minister to participate in the consultation exercise. Following the success of last year's series of language planning training days, IAITH plans a similar set of events. IAITH gains new status
Since 9th June 2009 IAITH has secured charitable status. This means that we are able to further grow and develop our role as a provider of professional services to language planning in Wales and wider afield. “This gives us a new platform on which to develop our research and development work, our educating and training activities, as well as our information and support programmes”, said CEO, Gareth Ioan. “Our aim is to continue to build on our status as a centre of excellence in language planning, providing a high standard of developmental services by means of our staff and our international partners”.(Added on 30/09/2009)
Horizon sweeping
Colin H Williams was the guest speaker at the annual National Eisteddfod lecture organised by Cynllunwyr Iaith Cymru (Language Planners Wales) this year. Colin mapped out a number of options that currently face language planners in Wales in terms of legislation, regulation and promotion. He drew on some international examples as well as providing an analysis of our current issues. Warm thanks to the well attended audience and particular thanks, of course, to Colin for his inspiring lecture and vision. About the conference

Estyn Llaw reaches the North

St David's Day
Our offices will be closed on 27 February 2009 in celebration of St David's Day.We have always been supportive of the campaign to establish St David's Day as a national holiday. Ever since we were established in 1993 we have given our staff an extra day's holiday on 1st March to honour our patron saint. Although St David's Day falls on a Sunday this year we're taking a long weekend to celebrate our national identity.

The Welsh LCO and Language Rights
The Centre is hosting an ambitious conference at the Peace Temple, Cardiff, on 7th November 2008. Entitled The Welsh LCO and Language Rights contributors include Alun Ffred Jones AM, Lord Gwilym Prys Davies, Prof. Thomas Watkin, Gwion Lewis, Emyr Lewis and Meri Huws.The conference aims to share information and facilitate informed debate regarding the forthcoming LCO and explore the scope for establishing rights in relation to language.

The Munster Connection
October 2008 sees the Welsh Centre for Language Planning strengthening its links with Munster.Chief Executive, Gareth Ioan, has recently returned from Killarney where he contributed to a seminar aimed at community language activists in the Gaeltacht areas of Kerry and West Cork. The seminar was organised by Údarás na Gaeltachta (the Gaeltachta development agency). Údarás are rightly giving language planning more attention recently as Ireland releases its National Language Strategy.
Links between the Centre and a family support group run by the Chorca Dhuibne cooperative on the Dingle peninsular were renewed as Linda Evans, Twf Coordinator in West Wales, undertook a WLB-sponsored fact-finding visit to that wild and wonderful Irish coastline.
At the end of October Dr Kathryn Jones will contribute to an international symposium at Limerick University. She will provide a paper on language legislation in Wales, building upon Cwmni Iaith's seminal report,Creating a Truly Bilingual Wales, released in 2007.

Cyfiaith goes European
Llongyfarchiadau! Félicitations! Herzlichen Glückwunsch! Congratulations! With Welsh recently being afforded co-official status within the EU, Siân Jones, Head of Cyfiaith, is among the first ever batch of Welsh interpreters to be afforded the title European Commission Certified Interpreter. Welsh can now be used within both the European Parliament and the Council of Ministers and citizens can correspond with the EU in Welsh.Over the course of 2008 Siân and the other eight successful candidates have attended a training programme under the auspices of Westminster University and the European Commission and succeeded in gaining their certification in September.

CIC at the Eisteddfod
The Challenges Facing Welsh Speaking Rural Communities is the theme for this year's language planning forum at the Cardiff National Eisteddfod. While enjoying city life during Eisteddfod week, language planners in Wales are invited to consider the social changes that set challenges for the Welsh language in rural north and west Wales."Empowering Welsh speakers and strengthening those communities where Welsh is the main language of social interaction is one of our greatest challenges as a profession and as a nation", said Gareth Ioan on behalf of Cynllunwyr Iaith Cymru (Language Planners Wales). "Moreover, there is significant cultural, social and economic potential should we succeed in that aim".
The meeting will be addressed by Rural Affairs Minister, Elin Jones AM, Welsh Language Board Chair, Meri Huws, and co-ordinator of language think-tank Y Ffwrwm, Euros Lewis. Dr Rhodri Llwyd Morgan, Ceredigion's Assistant Director of Education, will chair proceedings.
Rhys Dafis from the Dyfal consultancy and Gareth Ioan from the Welsh Centre for Language Planning will also report on the progress made to establish Cynllunwyr Iaith Cymru as a professional body for language planners in Wales.
The meeting will be held at the Societies' Pavilion on the Eisteddfod Maes at 5.00p.m., Thursday, 7th August 2008.

The Welsh Language and Justice
Another significant Cwmni Iaith report was launched at the Urdd Eisteddfod on 28 Mai. “The Provision of Welsh/ English Language Choice in the North Wales Criminal Justice Sector” was commissioned from Cwmni Iaith by the North Wales Justice Board and is a culmination of six months field work within the justice sector in North Wales. The report relays the experiences of Welsh speaking offenders – from being arrested, facing court cases and attending various offenders' programmes. The experiences of Welsh speaking prisoners and ex-prisoners in English prisons were also highlighted.In addition, the report contains a substantial section which reviews to what extent language choice is offered by the various justice sector agencies to service users in North Wales.
The report presents a number of recommendations to the numerous organisations and services that make up the North Wales Justice Board regarding improving the ways in which langugae choice is offered and the service provided to Welsh speaking victims, witnesses, offenders and others. A Sorbian welcome for IAITH
IAITH were recently warmly welcomed to Germany. Lusatia is an area situated between Brandenburg and Dresden in eastern Germany and is home to one of Europe's smallest language communities. 50,000 Sorbian speakers live near the Polish and Czech borders, mainly around the towns of Bautzen and Cottbus.Dr Kathryn Jones attended a conference there on April 18-19 where she presented a paper on language transmission within the family. The conference was organised by the education organisation Witaj (Welcome). Witaj takes its inspiration from the Breton Diwan movement and was very interested in the Twf project which is managed by IAITH on behalf of the Welsh Language Board.
The shifting sands of political change have been a fact of life for Sorbs over the many centuries. The challenges are ever present but the community seems determined to survive and flourish. IAITH: the Welsh centre for language planning was very pleased to be able to contribute positively to their on-going struggle for survival.

A Parent's Short Guide to Bilingualism
'Siarad Dwy Iaith: the first steps to bilingualism' is a recent publication by Mudiad Ysgolion Meithrin. The booklet was produced by Cwmni Iaith and the text adapted by Elaine Davies from an earlier publication authored by Sian Wyn Siencyn, 'Think Twice'.The booklet offers parents a basic explanation of the nature of bilingualism, the benefits of speaking more than one language and raising children to speak Welsh. It outlines the nature of language development in children, offers advice to parents and early years professionals, highlights the support of policy makers and gives voice to some examples of parents' experiences.

Report on language legislation
The opportunities to bring forward Welsh language-orientated legislation has not been greater. That is one of the conclusions of a recent report by Cwmni Iaith. Commissioned by Hywel Williams MP, Creating a truly bilingual Wales: opportunities for legislating and implementing policy, was launched at the Senedd on 5 February 2008.The substantial and detailed report compares the situation in Wales with other bilingual countries, it sets out the main issues and viewpoints and outlines the many routes by which language legislation can nowdays be enacted – in Wales, Westminster and Brussels. “We hope that it will afford a firm footing for further debate on the issues”, said main author Dr Kathryn Jones, who penned the work with Steve Eaves a Gareth Ioan. There is also a new website, Wikideddfu, to facilitate further discussion.

Iaith ar Waith: Welsh Works
Welsh works. That was the message of a meeting held on the Ceredigion County Council Campus at Felin-fach on Monday, 3 December. The Iaith ar Waith initiative will be launched by Council Leader Cllr Keith Evans.Iaith ar Waith aims to encourage and support Council staff to make more use of their Welsh at work – within the administration and in the workplace in general. A raft of supportive measures has been put in place to facilitate greater use of Welsh by staff – both verbally and in writing. The resources are a combination of IT software, lessons for both learners and fluent speakers, Welsh medium training opportunities and support from translators to draft documents in Welsh. They all come together on a dedicated Iaith ar Waith website on the Council's intranet.
Iaith ar Waith was developed from an 18 month pilot project funded by the Welsh Language Board. Language planning experts from Cwmni Iaith were employed to work with Ceredigion and North Wales Police to explore methods of increasing the use of Welsh within those organisations. Cardiff Council take a lead
Cwmni Iaith staff are working closely with Cardiff City and County Council to implement a wide reaching programme of Language Awareness Training. Senior managers have already attended LAT sessions and 15 departmental facilitators have recently attended a Training LAT Trainers event at Cardiff Castle on 21-22 November with mentors Elaine Davies and Clare Grist. The intention is for Cwmni Iaith trainers to deliver LAT training to all service unit managers before departmental facilitators cascade the training throughout the authority.A number of public bodies have been known to implement LAT widely within their organisation but this is the first time that a local authority has commissioned such a thorough strategy of LAT. In LAT it seems that Cardiff Council leads the field.

CIC to dicuss a professional qualifiaction
The next meeting of Cynllunwyr Iaith Cymru (Language Planners Wales) will discuss the need for a professional qualification in langugae planning. It is to be held at the Morlan Centre, Aberystwyth on 8th February 2008 (not 7th December). IAITH in Waikato
Wales' links with Waikato are increasing – thanks to Warren Gatland and Cwmni Iaith. A colloquium recently held at Waikato University on 21st -24th November looked at the role of education in language revitalisation. The colloquium conveners were Prof. Marilyn Martin Jones of Birmingham University and Dr Kathryn Jones of Cwmni Iaith. Academics and language planners form all over the planet attended – Nicaragua, South Africa, California, Canada and Wales. Kathryn presented a paper entitled 'Towards re-evaluating the role of education in current socio-political language revitalization agendas'. IAITH in France
IAITH has recently been giving advice to representatives of the regional languages of France. On 2-3 November Dr Kathryn Jones was one of the key speakers at a language conference in Landerneau, Brittany. The conference was organised by Kelenn, Diwan's teacher training department, and ISLRF, the umbrella body for the French regional languages. Kathryn gave a paper on raising parents' awareness of the advantages of raising children bilingually within the family based on the company's experience of facilitating the Twf project. IAITH chairs education debate
Dr Kathryn Jones, Iaith Director of Research and Language Policy, chaired the IWA national conference in Cardiff on Thursday 18 October. The conference, at the Cardiff University Conference Centre, attracted teachers from schools across Wales along with policy makers from the Assembly Government and Welsh Language Board. Ways of developing pupils' Welsh language skills in schools in Wales was explored. Speakers included Education Minister Jane Hutt and Welsh Language Board Chief Executive Meirion Prys Jones.For more information visit the: IWA website

CIC open discussion on LPW values
A succesful inaugral meeting of LPW (Language Planners Wales) was held on 12th October. Subjects debated were CIC's functions and the professional needs of langugae planners. A discussion around LPW fundemental values was facilitated.The topic of the next meeting will be Education and Training needs. Estyn Llaw at the Eisteddfod
Estyn Llaw will be facilitating a workshop at the Sbardun unit on the Eisteddfod 'maes' at 11.15 on Friday the 10th of August.The workshop will address issues regarding bilingualism and operating inclusively in the voluntary and community sector:
• An opportunity to learn more about the concept of the 'linguistic footprint' and to discuss how to develop the idea in order to ensure a viable and sustainable future for the Welsh language in our communities.
• A discussion regarding how to promote your voluntary organisation bilingually, recruiting bilingual volunteers and avoiding the exclusion of Welsh speakers – an opportunity to share experiences and good practice.
• The official launch of the Estyn Llaw News Bulletin, and an overview of some of the current and recent projects undertaken throughout Wales.

Success for Llinos
Three of the Cyfiaith team are now Full Members of the Association of Welsh Translators. Llinos Thomas, one of Cyfiaith's translators, has recently graduated to become a Full Member of the Association following the recent round of exams. Cyfiaith is very supportive of the Association's aim to ensure professional standards within the industry and following Llinos' success three of Cyfiaith's staff are now Full Members of the Association, with the other two being Basic Members.(Added on 11/06/2007)
Another PhD project for Iaith
Dr Kathryn Jones, Cwmni Iaith, recently secured one of the Welsh Language Board's research scholarships in partnership with the Welsh Department at UCW Bangor. The three year scholarship will fund a PhD level research student to research issues around educational continuity in Welsh-medium education between KS2 and KS3. Dr Jones will oversee the project on behalf of the Department.IAITH, through the Estyn Llaw project, already sponsors a PhD student in Bangor's School of Social Sciences under an EU funded programme. Training the Trainers
“A very useful two days…” “I learnt a lot about a sensitive area of training…”: some of the feedback gained from Cwmni Iaith's pioneering Training the Trainers course in Languagae Awareness Training (LAT). Over a dozen budding LAT trainers gathered in Aberystwyth on 14-15 March to share in the wealth of experience offered by Elaine Davies and Claire Grist, two prominent LAT trainers. The response was extremely positive with many gaining confidence to tackle this most sensitive of training issues within their workplace. Learning to Care 2
A new teaching resource for the care sector was produced by IAITH in February. Learning to Care 2 is a bilingual resource for NVQ Social Care Students issued as a CD ROM. The resource was authored by Elaine Davies, promoted by City & Guilds and sponsored by DELLS (WAG). The company is developing a track record for producing educational and training resources in new technology formats and would be happy to discuss clients' needs to this end. Geiriau Gofalus
Geiriau Gofalus is a new resource that supports social workers in delivering language sensitive practice. Aimed primarily at Practice Assessors the CD ROM is a trove of training materials prepared by Elaine Davies and Clare Grist, Wales' leading trainers in language issues and social care. New Office
The company has moved its North Wales office from Colwyn Bay back to St Asaph. The spacious and convenient office in Llys Bowen, within close proximity to the A55, is home to some of Cwmni Iaith's consultants and is also the headquarters for the Twf scheme. Cwmni Iaith in Corsica
Kathryn Jones represented Wales in a Minority Languages Education Workshop in the Université de Corse, Corsica in June 2006 where participants from different minority language communities compared language policies and teaching methods. A presentation was given on the Twf and Geiriau Bach schemes – two Assembly Government-funded projects that attempt to increase the number of young children who learn and use the Welsh language. The Twf and Geiriau Bach projects are administrated by IAITH on behalf of the Welsh Language Board and the School of Early Years Education, Trinity College Carmarthen, respectively.(Added on 09/10/2006)
Sociolinguistics Symposium 16
"The values of language and the role of the mother or father who speaks Welsh when bringing up children leads to the success or failure of the family in terms of successfully introducing the Welsh language to their children at home". This was the message of Kathryn Jones (Cwmni Iaith) and Delyth Morris (University of Bangor) in the Sociolinguistics Symposium 16 international conference in Limerick in June 2006. The two of them were presenting the findings of the first stage of their long-term research project that researches the language use within families where one parent who is able to speak Welsh, looking at factors that influence on 'language transfer' and 'language socialisation'.(Added on 09/10/2006)

Training programme
Cwmni Iaith has published its new training programme for the period from September 06 to March 07.The training is aimed towards individuals who work in the language-related sector. This is the first time that a programme of INSET training is offered in this sector. “This development breaks new ground that reflects the professional maturity that the language planning area has since gained”, said Gareth Ioan, Chief Executive of the company. “We are very glad to see the company taking another pioneering step in language planning”.
